this is 9news now. hurricane isaac is unleeching its full power on -- unleashing its pull power on new orleans. >> the big easy getting pounded with heavy rains and 80 miles an hour. >> i'm tracking the path of the storm. this is a very tense storm for people in new orleans. isaac is making the hit on the

eve of hurricane katrina. >> first we have great video. looking at these guys sitting on a bench when a huge wave just washes over them. >> that's right. >> almost washes them away. before the very latest on the situation down south, let's get right to drew levinson who is in new orleans tonight. >> reporter: rain is soaking louisiana. huge waves are crashing into alabama beaches. and flood waters are rising in mississippi. isaac has come ashore, and is expected to stick around awhile. >> stay off the roads, stay out of the water. if you're somewhere safe, stay there. don't get out. and this is not going to be over quick. >> reporter: isaac is slowly churning over te gulf coast. and could drop up to a foot and a half of rain. the storm surge may reach 12 feet. flooding is the biggest concern. wednesday is the 7th anniversary of hurricane katrina when flood waters in new orleans broke through the levees. a new $14 billion system of levees and walls now surrounds

the city. tonight that system is being put to the test. engineers say the new levees can withhold storms much stronger than isaac. that's why city officials here in new orleans did not order mandatory evacuations. and most people stayed. and most people are staying inside. but this is still the big easy. and some plan to party through the storm. >> katrina was our devastation. isaac is our celebration. because nothing is going to hit our city like it did before. >> reporter: thousands of people in low lying areas in new orleans was told to evacuate. the howard family is staying in a hotel and hope they have a home when they return. isaac plowed through the caribbean causing destruction from haiti to florida. it is expected to slowly grind through the gulf states for the next few days. >> and what's more, hundreds of oil rigs in the gulf of mexico have been shut down and had to be evacuated because of isaac.

those rigs are responsible for about 17% of american oil production. and for the very latest on isaac's path and where it's going to hit overnight, let's get right to topper. he is in the weather center with all of the radar and other technology. top. >> here is the deal, we have new information and the barometric pressure didn't fall and rise so it kind of remains steady. maximum winds are still 80 miles an hour. it's about 80 miles south, southeast of new orleans. it didn't really make landfall but it has been over the marsh for a couple of hours. it's going to a problem with storm surge. we had gusts of wind up to 85. right now we're not as concerned with the wind as the water. and look at the bands of rain. it's also going to slow down. some places could see heavy rain through this time tomorrow. perhaps even into thursday. satellite picture, the deeper the red, the higher the cloud and the atmosphere the colder the tops. that means it's a little more

grieving father says mbd failed his son -- mpd failed his son. nobody has been arrested and the father says an incomplete investigation is largely to blame for that. matt jablow joins us now downtown to explain. matt. >> reporter: anita, it was on this exact spot just about a year ago that pat casey was involved in a fight that would cause his death. dc police have not done nearly enough to figure out exactly what happened, says the father. >> what took place outside his still very unknown. >> reporter: nearly one year later, paul casey is still looking for answers and justice. >> we think that the truth may lie with the other two people. with the person who struck our son. >> reporter: it was september 23rd of last year, about 2:00 in the morning, when his son, a former soldier who served in afghanistan, was had the his friends downtown.

>> no one has characterized it as looking to pick a fight. he was just being irritating. >> reporter: police said casey was annoying other customers and after blocking the door to the restaurant got into a fight with a group of young men. according to police, just outside of the mcdonald's, casey was either punched or pushed and hit his head on the pavement when he fell. six days later he passed away and to date nobody has been charged with his death. >> they really didn't do police work. they didn't use the evidence that they had effectively. >> reporter: casey's father says this surveillance video completely undermines the police department's contention that pat seen in the corner of the restaurant wearing a red short and green shorts was bothering customers. >> we don't see pat as being an instigator or being at fault here. >> reporter: paul casey says the police investigation into his son's death was "sloppy" and he's determined to learn the full story of what happened outside that mcdonald's. >> no person who had a loved one

die in a situation like this would look at this police investigation and be satisfied. >> reporter: in a statement released tonight , the assistant chief of the dc police department said, and i quote, "all of the witnesses in the event and video in the case were brought to the u.s. attorney's office. they decided there was not enough evidence to proceed in the prosecution. our condolences are with the casey family has that he struggle to come to grips with this tragic loss". >> thank you. a new piece of evidence released today is reenergizing investigators to find thugs that beat a man to death. it shows them after they attacked. he was headed home when he was

beaten near the 700-block of north carolina avenue on capitol hill. >> i just wanted to ask the public to please watch this video and show it to anybody they know and see if anybody can be recognized from this video. >> the victim's wife says he's still in the intensive care unit recovering from his injuries. meanwhile if you recognize the car or the people in the video we showed you, please call dc police. the gop has named mitt romney its nominee for president of the united states. on this, the first full day of the republican national convention, the role call of the state gave romney the votes he needed to lead his party into november. now the candidate's wife has gotten in front of that audience to reintroduce him to the country. here is gary nurenberg with a wrapup of all that went down tonight. gary. >> reporter: well, derek, it was both extremely personal and extremely political in prime time tonight. new jersey governor chris christie giving the attack on the obama administration and

police officer. he was -- the police department is a better police department because of adrian. >> the prince george's county officer died last week when his cruiser crashed on i95 during a police chase. we're learning disturbing new details about a 15-year-old high school student accused of opening fire on the first day of school yesterday injuring a classmate. tonight the 17-year-old victim from perry hall high in maryland remains in critical condition. police say boy went to school yesterday with a bottle of vodka, a disassembled shotgun and ammunition. his attorney doesn't believe he was going to kill anyone but brought it to intimidate bullies. check out this substitute teacher's mug shot. she's accused of showing up to a middle school intoxicated. she arrested jacqueline barnes monday morning. we're told she never came in contact with students.

urlich and his wife. let's talk about ann's speech. she called her partner in marriage, her best friend. a guy who will never give up. did she help win over women's hearts tonight. >> i think she did a fabulous job. checkmate on that gender gap. and i think that she did it in a wonderful way. she did it by telling their story but also embracing success and relating to every mom in the country. >> i would concur. obviously a feminine perspective here. but she was able to give that perspective in the context of the message from this campaign. we did bill that has become a major message in this campaign. you'll hear a lot about it. and she sort of wove that throughout her speech. so we thought she hit sort of a double homerun. she obviously did the wife thing

very well. feminine perspective. but also the messaging from the campaign which is hard work, success, something to be proud of. not ashamed of. >> that's right. >> women can relate to her. that's for sure. >> and she tried to address working women, some single moms and their role in this tough economy as far as keeping their family afloat. she talked about the collective sigh at the end of the day. could continued worry over the economy be a big enough deal to sway women away from their mistrust of romney's use of other traditional female issues. what do you think, bob? >> well, again, it was a twin hit here. it was a feminine perspective, a wife, a mom. clearly a message directed to women. and when she wagged that finger, she reminded me of my wife so she meant business. but it was economic empowerment from government. dollars and cents in raising kids. and understanding the real pressures family have today. again, this president, this

administration has very little to defend with regard to economic record. it was also in that sense a subtle attack on the president's record. but aggressive in the sense that my husband with that finger pointing can do better. >> what about chris christie? totally different tenor saying we don't need politicians to get things done. >>. >> red meat. >> again, it's his style. his style is direct, as he mentioned. apparently his mother was very direct. [ laughing ] >> and he is his mother's child. so he spoke to that and he did it directly and he was able to look at his record and then compare that to what we need as a nation in going forward and that mitt romney can do that too. >> that was red meat. it's adult time. it's serious time. it's frank time. that's the message coming out of this campaign. we want to engage in a real dialogue about real issues affecting real people at a real

bottom line. no more political clichis. to the extent that message is directed independence, hopefully it's a win on our side. >> some powerful images of women tonight. thanks a lot, guys. one of the biggest things we're having to deal with is the 200-mile storm blowing in. >> he's a pretty serious dude. not so much wind, but we already have reports of a 10.3 storm surge in louisiana. let me show you the radar again. this really tells the story. the problem with this, the storm is not going to move very far very fast. so southern louisiana is going to get pummeled with rainfall. 10, 15 inches of rain in addition to 60-80 miles an hour winds. we had a wind gust of about 67-mile per hour on the south side just in the last hour. here is a look at the computer model and what it things in terms of rainfall. okay. you get up to the red, you have 4-5 inches. this is going crazy. i mean, we're talking anywhere

from 15-18 inches of rain in portions of central and even west central sections of louisiana over the next 48 hours. that was 48 hours. wind gusts 60 miles an hour now at new orleans. and we're looking at 35-mile per hour wind gusts at biloxi. 22 in jackson. the track hasn't changed. it keeps it as a category one storm moving just to the southwest in new orleans. it will weaken back it a tropical storm tomorrow afternoon as winds go back to about 65 miles per hour. then it begins to turn. this tracks just a hair west as you get up into louisiana and arkansas but it will turn back to the north and then turn back to the north and the east. and the silver lining here is quite simply places that needed rainfall are going to get some rainfall. places like missouri, parts of iowa, parts of illinois, indiana as the storm begins to move through missouri and then turn back to the north and to the east. and, yes, some of the moisture could get in here in time for the latter part of our holiday weekend. we'll talk more about that in a minute. right now a live look outside.
